Construction and Stormwater Control

The Indiana Department of Environmental Management (IDEM) administers a general permit program that targets construction activities in the State of Indiana. As of December 18, 2021, Indiana no longer administers the construction stormwater program under Indiana Administrative Code (327 IAC 15-5 or Rule 5); permitting coverage is now issued under the Construction Stormwater General Permit (CSGP). The CSGP is a performance-based regulation designed to reduce pollutants that are associated with construction and/or land-disturbing activities that are over one (1) acre in total land area, or are part of a project that will disturb land in an area over one (1) acre. For land disturbances of any size that fall within the City of Angola/Trine University MS4 jurisdiction (see the MS4 Jurisdictional Map), please contact the City of Angola/Trine University MS4 department at Angola City Hall, (260) 665-2514, because specific local permits may apply.

An area of land disturbance in Steuben County under an acre in size that falls outside of the MS4 jurisdiction may not require specific permits. However, it is possible to violate water quality standards without taking proper precautions. The Steuben County SWCD recommends that you implement erosion and sediment control measures including erosion control blankets, temporary seeding, and other measures to prevent sediment from washing off your site into local bodies of water or onto adjacent property.
